ஒன்றிய பாஜக அரசு துணை ராணுவத்தின் மூலம் மாவோயிஸ்டுகளைத் தாக்குவதை நிறுத்தக் கோரி கடந்த ஏப்ரல் 27, 2025 அன்று, பல மனித உரிமை செயற்பாட்டாளர்கள் இணைந்து அறிக்கை ஒன்றை வெளியிட்டுள்ளனர். சத்தீஸ்கரில் கனிம வளங்கள் நிறைந்த பஸ்தார் பகுதியில், ‘மாவோயிஸ்ட் அழிப்பு’ என்ற பெயரில் துணை ராணுவம் மேற்கொண்டுள்ள நடவடிக்கை என்பது ஆதிவாசி மற்றும் பழங்குடி மக்களை குறிவைத்து நடத்தப்படுவதை அவர்கள் கண்டித்துள்ளனர்.
பஸ்தார் பகுதி இரும்பு தாது மட்டுமல்லாது பாக்சைட், டோலமைட் போன்ற கனிமங்கள் நிறைந்த வனப்பகுதியாக அறியப்படுகிறது. இந்தப் பகுதியில் இயற்கை வளங்களை அழிப்பதற்கும் இராணுவமயமாக்கலுக்கும் எதிராகப் போராடுபவர்களை துணை ராணுவம் கொண்டு ஒடுக்குகிறது பாஜக அரசு.
கடந்த 16 மாதங்களில், சத்தீஸ்கர் மாநிலத்தில் 400க்கும் மேற்பட்ட மாவோயிஸ்ட்கள் கொல்லப்பட்டுள்ளனர். கடந்த மே 21 அன்று மாவோயிஸ்ட்களின் தலைவர் உட்பட குறைந்தது 27 பேர் கொல்லப்பட்டனர். இந்நிலையில் அரசுக்கும் மாவோயிஸ்ட் அமைப்பிற்கும் இடையே அமைதிப் பேச்சுவார்த்தை நடத்த வேண்டும் என்பதை வலியறுத்தி ஏப்ரல் 27 அன்று சமூக ஆர்வலர்கள் வெளியிட்ட அறிக்கையின் தமிழாக்கம் கீழே கொடுக்கப்பட்டுள்ளது:

ஏப்ரல் 27, 2025 அன்று இந்திய அரசு மற்றும் CPI (மாவோயிஸ்ட்) இடையே அமைதிப் பேச்சுவார்த்தை நடத்தக் கோரி, சமூக அமைப்புகள் மற்றும் ஆளுமைகள் அடங்கிய கூட்டமைப்பு, ஒரு இணைய பத்திரிகை மாநாட்டையும் பொதுமக்கள் சந்திப்பையும் ஏற்பாடு செய்திருந்தது. தன்மீது தாக்குதல் நடத்தப்படாத வரை போர் நிறுத்தத்திற்கு உடன்படுவதாக CPI (மாவோயிஸ்ட்) பலக் கடிதங்களிலும் பேட்டிகளிலும் அறிவித்துள்ளது. எனவே, அரசு போர் நிறுத்தத்தை அறிவித்து அமைதி பேச்சுவார்த்தைகளை தொடங்குவது அவசியமானதாகிறது.

தெலுங்கானா-சட்டிஸ்கர் எல்லைப்பகுதியில் உள்ள கரெகுட்டா/துர்கமேட்டா என்ற மலைத்தொடரைச் சுற்றி நடத்தப்படும் கிளர்ச்சி எதிர்ப்பு நடவடிக்கைகளால் இந்த விடயம் இன்னும் அவசரமான விடயமாக மாறி விட்டதாக பேசிய ஆளுமைகள் அனைவரும் சுட்டிக்காட்டினர். அந்தப் பகுதியில் 10,000-24,000 பாதுகாப்புப் படையினர் மாவோயிஸ்டுகளுக்கு எதிரான மிகப்பெரிய தாக்குதலை நடத்தினர். மேலும், அனைத்து படைகளும் சரண்டாவில் மையமிட்டு இருக்கும் நிலையில், “மாவோயிஸ்டுகள் 15-20 நாட்களுக்குள் அழிக்கப்படுவார்கள்” என ஜார்க்கண்டின் டிஜிபி கூறியதை குறிப்பிட்டனர். அரசு பேச்சுவார்த்தையை முன்னிறுத்துவதை விட ராணுவ தாக்குதலைப் பயன்படுத்துவது அனைத்து அரசியலமைப்பு சட்டங்களுக்கும் எதிரான ஒரு அணுகுமுறையாகும். மேலும் இந்த அளவுக்கு தன் சொந்த மக்களை அழிப்பது இந்திய அரசுக்கும், சம்பந்தப்பட்ட மாநில அரசுகளுக்கும், உள்நாட்டிலும் சர்வதேச அளவிலும் பெரும் இகழ்ச்சியை ஏற்படுத்தும்.
ஊடக சந்திப்பைத் தொடர்ந்து 300க்கும் மேற்பட்ட அமைப்புகளும் ஆளுமைகளும் இணைந்து எழுப்பிய ‘உடனடி போர் நிறுத்தக் கோரிக்கை’ ஜனாதிபதி திருமதி. த்ரௌபதி முர்மு, பிரதமர் திரு. நரேந்திர மோடி மற்றும் உள்துறை அமைச்சர் திரு. அமித் ஷா ஆகியோருக்கு அனுப்பப்பட்டது.
டாக்டர் பெலா பத்தியா உரையாற்றும்போது, இந்தப் பிரச்சினையினால் (ராணுவத் தாக்குதலால்) பஸ்தர் பகுதியில் உள்ள ஆதிவாசிகள் கடந்த இருபது ஆண்டுகளாக துயருறுவதை சுட்டிக்காட்டினார். கடந்த 16 மாதங்களில் மட்டும் 400 பேர் கொல்லப்பட்டுள்ளனர். குழந்தைகள் துப்பாக்கி குண்டுகளால் காயம் அடைந்துள்ளனர். ஒரு குழந்தை கொல்லப்பட்டிருக்கிறது. மக்கள் கொத்து கொத்தாகக் கைது செய்யப்பட்டனர். ‘மூல்வாசி பசாவோ மஞ்ச்’ எனப்படும் இளைஞர் சங்கம் (ஜனநாயக உரிமைகளை அரசியலமைப்பின் அடிப்படையில் முன்வைத்த சங்கம்) தடை செய்யப்பட்டு அதன் தலைவர்கள் கைது செய்யப்பட்டனர் என்று டாக்டர் பெலா பத்தியா கூறினார்.
சோனி சோரி உரையாற்றும்போது அமைதி விரும்பும் 40 கிராமங்கள் பட்டியலை வெளியிட்டு, பஸ்தாரில் அமைதி திரும்ப வேண்டும் என்று உறுதிப்பட கூறினார். அண்மையில் கொல்லப்பட்ட ரேணுகா மற்றும் சுதாகர் போன்ற சில உயர் மாவோயிஸ்ட் தலைவர்கள், கைது செய்யப்பட வாய்ப்பிருந்த போதிலும், இரக்கமற்ற முறையில் மோதல்-கொலை (என்கவுண்டர்) அரசபடைகளால் நிகழ்த்தப்பட்டு படுகொலை செய்யப்பட்டனர்.
திரு.மணிஷ் குஞ்சம் உரையாற்றும்போது, அதிகமான முகாம்கள் கொண்ட ராணுவ பகுதியாக பஸ்தார் மாறிவிட்டதாகவும் அரசு அடுத்தடுத்த பேச்சுவார்த்தை நடத்தவில்லை என்றால், இத்தகைய செயல்கள் தொடர்ந்து நடக்கும், இது மக்களுக்கு மிகவும் தீங்கானது என்றார். மேலும் அனைத்து ஆதிவாசிகள் மற்றும் மூல்வாசிகள் குழுவான ‘சர்வ ஆதிவாசி சமாஜ்’ அமைப்பும் அமைதிக்கான பணிகளில் ஈடுபட்டிருப்பதாகக் கூறினார்.
ஆந்திர பிரதேசத்தில் அமைதிப் பேச்சுவார்த்தையில் அனுபவமிக்கவரும் Concerned Citizens Committee (CCC)இல் பணியாற்றியவருமான பேராசிரியர் ஹரகோபால் உரையாற்றும் போது, இந்திய சமுதாயத்தில் காணப்படும் சமூக-அரசியல் சமத்துவமின்மையால் மாவோயிஸ்ட் இயக்கம் உருவாகியுள்ளது, இதனால் அரசு CPI மாவோயிஸ்ட்டை ஒரு அரசியல் கட்சியாக கருத வேண்டும் என்று கூறினார். மேலும் அமைதிப்பேச்சுவார்த்தைக்கு முன் ஆயுதங்களை ஒப்படைக்க வேண்டும் என்கிற முன்நிபந்தனை அநீதியானது என்றும் கூறினார்.
திரு. சசிகாந்த் செந்தில், திரு.ராஜா ராம் சிங், திரு.டி.ராஜா, திரு.விஜூ கிருஷ்ணன், டாக்டர் டி. ரவிக்குமார் எனப் பல்வேறு கட்சிகளை சேர்ந்தவர்களும் நிலைமையின் அவசரத்தையும் அமைதிப் பேச்சுவார்த்தையின் அவசியத்தையும் வலியுறுத்தி தங்கள் கட்சிகளின் சார்பாகப் பேசினர். அமைதிப் பேச்சுவார்த்தையை வலியுறுத்தி அரசாங்கத்தின் மீது மட்டுமல்ல, எதிர்க்கட்சிகளின் மீதும் அழுத்தம் கொடுக்க வேண்டியது அவசியம் என்று திரு.செந்தில் (காங்கிரஸ் எம்.பி.) கூறினார்.
“எதிர்க்கட்சிகளும் இந்தப் பிரச்சினையை வலுவாகக் கையாள வேண்டும். ஆதிவாசிகள் அரசியலமைப்பினால் பாதுகாக்கப்படுவதாகவும், தற்போதைய சூழ்நிலை அரசியலமைப்பின் கீழ் அவர்களின் அனைத்து உரிமைகளையும் மறுக்கிறது” என்றும் பேசியவர்கள் சுட்டிக்காட்டினர். நீர், காடு, நிலம் என அனைத்து இயற்கை வளங்களும் கார்ப்பரேட்டுகளின் கைகளில் அல்ல, ஆதிவாசிகள், விவசாயிகள் மற்றும் அங்கு வசிப்பவர்களின் கைகளில் இருக்க வேண்டும், என்று கரகாட்டைச் சேர்ந்த திரு.ராஜா ராம் சிங் (சி.பி.ஐ.எம்.எல்.லிபரேஷன் எம்.பி.) கூறினார். ஆதிவாசிகளின் எதிர்ப்பை மீறி, கனிம வளம் நிறைந்த நிலங்களை சுரங்கத்திற்காக நிறுவனங்களுக்கு கொடுப்பதை டாக்டர் டி. ரவிக்குமார் (வி.சி.க எம்.பி.) கண்டித்தார். மேலும் இந்திய அரசியலமைப்பின் தலைமை சிற்பியான டாக்டர் அம்பேத்கர் ஆதிவாசிகளை சிறுபான்மையினராக அங்கீகரித்து அவர்களின் பாதுகாப்பையும் உரிமைகளையும் உறுதிப்படுத்தியதை மேற்கோளாக காட்டி, ஆதிவாசி சமூகங்களுக்கு எதிராக அரசு ராணுவத்தைப் பயன்படுத்துவதை அவர் கண்டித்தார்.
மாவோயிஸ்டுகளை என்கவுன்டர் செய்வதை நிறுத்தவும், போர் நிறுத்தத்தை அறிவிக்கவும், மாவோயிஸ்டுகளுடனும் மக்களுடனும் பேச்சுவார்த்தை நடத்தவும் கோரிக்கை விடுத்து தனது கட்சி மத்திய அரசுக்கு முறையாக கடிதம் எழுதியுள்ளதாக டி. ராஜா கூறினார். மேலும் இதற்கான தீர்வு அரசியல் ரீதியாக இருக்க வேண்டுமே தவிர தன்னிச்சையான முறையில் மாவோயிஸ்டுகளை கொல்வதோ என்கவுன்டர் செய்வதோ அல்ல என்றும் அவர் கூறினார். அரசியல் கட்சிகளுடன் இந்த உரையாடலை நடத்தும் முயற்சியைப் பாராட்டிய சிபிஐஎம் பொலிட்பீரோ உறுப்பினர் விஜூ கிருஷ்ணன், அரசு மாவோயிஸ்டுகளை கொன்ற விதம் வெட்கக்கேடானது என்று கூறினார். அரசாங்கம் ஆதிவாசிகளுடன் பேசி ஒரு அரசியல் தீர்வைக் காண வேண்டும் என்ற தீர்மானம் சமீபத்தில் நடந்த சிபிஐஎம் கட்சி மாநாட்டில் நிறைவேறி இருக்கிறது.
‘நகர்ப்புற நக்சல்’ என்ற முத்திரையின் மூலம் அரசு எதிர்ப்புக்குரலை அடக்குகிறது, இது கொலைகளைக் கொண்டாடும் வகையில் ஊடகங்கள் செய்திகளை வெளியிட வழி வகுத்தது என்று விமர்சித்தார் டாக்டர் மீனா கந்தசாமி. இவ்வாறு ஊடகம் பஸ்தாரின் கொலைக்களங்களை புகழ்வதையும், துணை ராணுவப் படைகளால் நடத்தப்படும் வன்முறைகளையும் அவர் கண்டித்தார். மேலும் ஜனநாயகத்திற்கு கடுமையான அச்சுறுத்தல் விடுக்கப்பட்டுள்ளதால் அமைதிப் பேச்சுவார்த்தை வேண்டுமென்று கூறிய அவர் அரசியல் பிரச்சினைகளுக்கு அரசியல் ரீதியான தீர்வுகள் தேவை என்பதை வலியுறுத்தினார்.
பஸ்தார் மற்றும் ஜார்கண்டில் நடந்து வரும் போர் பெருநிறுவன நலன்களால் தூண்டப்பட்டது. பல ஆயிரம் கோடி மதிப்புள்ள புரிந்துணர்வு ஒப்பந்தங்கள் பெருநிறுவனங்களுடன் கையெழுத்திடப்பட்டுள்ளன. முகாம்களும் நெடுஞ்சாலைகளும் சுரங்க நோக்கங்களுக்காகவே அமைக்கப்பட்டுள்ளன. இதை மறைப்பதற்கே மாவோயிஸ்ட் இயக்கம் ஒரு சாக்குப்போக்காக கூறப்படுவதாக திருமிகு. பாதல் குறிப்பிட்டார். அமைதிப் பேச்சுவார்த்தைக்கு, போர் நிறுத்தம் மூலம் ஒரு சாதகமான சூழலை உருவாக்க வேண்டும் என்றும், இயக்கத்தால் எழுப்பப்படும் கேள்விகளுக்கு அரசியல் தீர்வு காண வேண்டும் என்றும் திருமிகு. பாதல் வலியுறுத்தினார்.
இந்திய அரசாங்கத்தையும், எதிர்க்கட்சிகள் உட்பட அனைத்து அரசியல் சக்திகளையும் அமைதிப் பேச்சுவார்த்தை நோக்கி நகர்த்துவதற்கு பொது சமூக உறுப்பினர்கள் மற்றும் அனைத்து அரசியல் கட்சிகள், முற்போக்கான-ஜனநாயக சக்திகள், தனிநபர்கள் என அனைவரும் கூட்டாக பாடுபட வேண்டும் என்று கூட்டத்தில் தீர்மானிக்கப்பட்டது. உடனடி போர்நிறுத்தம் மற்றும் அனைத்து துணை ராணுவ நடவடிக்கைகளையும் நிறுத்த வேண்டியதன் அவசியத்தையும் அவர்கள் எடுத்துரைத்தனர். மனித உயிர்களைக் காப்பாற்றுவதுதான் அரசியலமைப்பு ஜனநாயகத்தில் மிக முக்கியமானது.

OFFER, ENGAGE IN PEACE TALKS,
STOP PARAMILITARY OPERATIONS
On April 27, 2025, a broad coalition of civil society organisations and individuals held a virtual press conference-cum-public meet to call for urgent peace talks between the Government of India, and the CPI (Maoist). The CPI (Maoist) has through several letters as also press interviews announced its willingness for a unilateral ceasefire, unless attacked. It is therefore imperative on the Government of India to also declare a ceasefire and start peace talks.
The meeting was addressed by several prominent figures, including G. Haragopal (Peace Dialogue Committee, Telangana), Bela Bhatia (Chhattisgarh Bachao Andolan), Sasikanth Senthil (MP, Congress), Raja Ram Singh (MP, CPI (ML) Liberation), D Ravikumar (MP, Viduthalai Chiruthaigal Katchi/VCK), D. Raja (General Secretary, CPI), Vijoo Krishnan (Politburo member, CPM), Soni Sori (Adivasi activist, Dantewada, Chhattisgarh), Manish Kunjam (former MLA and Leader of the Bastariya Raj Morcha), Meena Kandasamy (writer) and Baadal (Forum Against Corporatization and Militarization).

The speakers all pointed out that the matter is made even more urgent by the massive counterinsurgency operations around the range of hills known as Karregutta/Durgametta on the Telangana/Chhattisgarh border, where reportedly anywhere between 10000-24000 security forces are carrying out what has been described as the biggest military operation against Maoists so far, as well as the statement of the DGP Jharkhand in which he said that the Maoists would be wiped out in 15-20 days, with all forces being concentrated in Saranda. This approach, of using force rather than dialogue, is against all constitutional values and a bloodbath of this scale of one’s own citizens will bring enormous disrepute to the Government of India and the respective state governments involved, both domestically and internationally.
The press conference followed an appeal for an immediate ceasefire endorsed by over 300 organisations and individuals, which has been sent to the President of India, Smt. Droupadi Murmu, the Prime Minister, Shri Narendra Modi and the Home Minister, Shri Amit Shah.
Dr Bela Bhatia started by pointing out the desperate yearning for peace by the Adivasis of Bastar who have suffered hugely through the conflict over the last twenty years. 400 people have been killed in the last 16 months alone, a baby was killed and children have suffered gun injuries, there have been mass arrests and the Moolvasi Bachao Manch, a youth platform taking up democratic rights constitutionally has been banned and its leaders arrested. Ms. Soni Sori also held up a list of 40 villages who had written asking for peace, and reiterated the widespread desire for peace in Bastar. She pointed out that several of the top Maoist leaders who had been killed recently, like Renuka and Sudhakar, had been killed in cold blood rather than in encounters, and they could have been arrested instead. Mr. Manish Kunjam added that Bastar had been turned into one vast cantonment, with security camps every few kilometres and unless there were conclusive peace talks, the government would keep these camps going, which was very harmful for people. He added that the Sarva Adivasi Samaj, a platform of all Adivasi and Moolvasi groups, was also interested in working towards peace.
Prof Haragopal, with his long experience in peace negotiations in Andhra Pradesh as part of the Concerned Citizens Committee (CCC) emphasized that the Maoist movement has roots in the deep socio-political inequalities prevalent in Indian society, and that the government should recognize the CPI (Maoist) as a political party. Making unconditional surrender or disarmament a precondition to peace talks is unjustified.
Mr. Sasikanth Senthil, Mr. Raja Ram Singh, Mr. D. Raja, Mr. Vijoo Krishnan, Dr D Ravikumar all spoke on behalf of their parties, recognising the urgency of the situation and the need for peace talks. Mr. Senthil (INC MP) said that not only was it necessary to put pressure on the government for talks, but also on opposition parties. The opposition must also take up the issue forcefully. Speakers also pointed out that Adivasis are under the special protection of the Constitution, and this conflict situation violates all their rights under the Constitution. Raja Ram Singh, CPIML Liberation MP from Karakat (Bihar) said that the Jal Jangal Zameen, all natural resources have to be in the hands of the Adivasis, the Kisans and those who live there and not of the corporates. Dr. D. Ravikumar, VCK MP, condemned the transfer of mineral-rich lands to corporations for mining, disregarding Adivasi protests and resistance. He denounced the use of state forces against Adivasi communities, invoking Dr. Ambedkar, the chief architect of India’s Constitution, who recognized Adivasis as minorities and enshrined their rights for protection.
D Raja said that his party has formally written a few times to the Union Government demanding they end these encounters, call a ceasefire and sit down for negotiations with the Maoists and the people. There has to be a political resolution to the questions and not arbitrary killings and encounters, he added. Vijoo Krishnan, CPIM politburo member, appreciated the initiative of holding this dialogue with political parties and said that it was shameful the triumphant manner in which the state was undertaking these killings. The recently finished CPIM Party Congress resolved that the Government must talk to the Adivasis and find a political resolution.
Dr Meena Kandasamy criticized the state’s “Urban Naxal” label, which has silenced dissent and paved the way for celebratory reporting of killings through embedded journalism. She condemned the glorification of Bastar’s killing fields and the bounty system incentivizing violence by paramilitary forces. Highlighting a severe threat to democracy, she called for peace talks, emphasizing that political problems require political solutions. Mx. Baadal noted that the ongoing war in Bastar and Jharkhand was motivated by corporate interests, that many thousand crores worth of MOUs had been signed with corporates, and that camps and highways had come up essentially for mining purposes with the Maoist movement being a pretext. Mx. Baadal asserted that for a peace talk, a conducive environment has to be built through ceasefire and peace talks should entail political resolution of the questions raised by the movement.
The meeting resolved that the members of civil society and all political parties, progressive-democratic forces and individuals must collectively work to push the government of India, and all political forces, including opposition parties for peace talks.
